Amidst the choppy waters of federal fishery regulations, commercial fishermen netted a partial victory in their fight against the reallocation of red grouper catch limits. The controversial Amendment 53, which shifted the balance of Gulf of Mexico red grouper catches favoring recreational fishermen, was sent back by an appellate court to the National Marine Fisheries Service (NMFS) for further explanation of its economic analysis, as reported by the Houston Chronicle.
